English for Speakers of Other Languages (ESOL) Program

The goal of the ESOL Program is to ensure that all students, entering Broward County Public Schools with varying levels of limited English proficiency, receive comparable and comprehensible instruction.  This instruction helps these students to develop communicative and academic skills necessary for meeting national, state, and district educational standards.

All schools with students classified as English Language Learners (ELL) must provide an appropriate ESOL program to meet the specific students' needs in language learning, academic achievement, and in cultural integration.

Students in the ESOL program are required to meet the same curriculum standards as any other student in English/Language Arts and content area instruction.  The content of the curriculum is established by the Sunshine State Standards. ESOL strategies, supplementary materials, and native language assistance are used to ensure that comprehensible instruction is being provided to every ELL student.

ESOL RESOURCE TEACHERS

The No Child Left Behind Act requires that school districts providing a language program under Title III help ensure that English Language Learners (ELL) students “attain English proficiency, develop high levels of academic attainment in English, and meet the same challenging State academic content and student achievement standards that all children are expected to meet” (Title III, Sec. 3102 Purposes, No Child Left Behind).

ESOL Resource Teachers provide the following services to schools and centers:

· Assist in implementing the ESOL program in accordance with the Florida ESOL Consent Decree;

· Support student achievement through ELL student assessment and placement;

· Maintain ELL student folders;

· Monitor students who have exited the program.

Resource teachers visit schools monthly and support student achievement through lesson modeling and instructional coaching. They also provide literacy and language development presentations for teachers of ELL students through faculty meetings, area curriculum council meetings, area advisory meetings, and presentations at Innovation Zone meetings.

Resource teachers assist administrators, teachers, guidance staff, registrars, and data processors for compliance with district, state, and federal program requirements.

The Multicultural & ESOL Program Services holds ESOL Curriculum/Contact Meetings bimonthly to provide staff development to school designated ESOL Contact teachers on the ESOL program.  For more information, please contact the Multicultural & ESOL Program Services Education Department at (754) 321-2957.

BILINGUAL READING SPECIALISTS

The Multicultural & ESOL Program Services Education Department has a team of bilingual/reading specialists available to support teachers/school staff.  They are available to: model, coach, and plan with teachers of ELL students; assist with the monitoring of reading, writing, and math instruction of ELL students; assist staff with implementation of ESOL instructional strategies; assist with the interpretation and analysis of data; and provide professional development on effective instructional strategies for ELL students.

From the time of students' registration, every effort must be made to inform and orient
parents to the Broward County Public Schools System through the use of materials
translated into the three predominant languages: Haitian Creole, Portuguese, and
Spanish.

District trained language interpreters and translators provide support services to
District offices, schools, students and parents. Schools can also request the assistance of these interpreters and translators from the Multicultural & ESOL Program Services Education Department (Click here).

Interpreters assist at parent conferences, ESE staffings, ELL Committee meetings, and other pertinent meetings where heritage language assistance might be needed.

The Multicultural & ESOL Program Services Education Department offers training for
interpreters and users of interpreter services to work together effectively in serving ELL
students and families.

The Multicultural & ESOL Program Services Education Department employs full-time
translators who translate district-wide forms and documents that are sent home in the three major languages: Haitian Creole, Portuguese, and Spanish. These include, but are not limited to, the following:

The bilingual school psychologist at the Multicultural & ESOL Program Services Education Department consults with schools and area and district staff on issues related to intervention and assessment with English Language Learners (ELL) populations and on individual cases of at-risk and exceptional ELL students.  Other services provided include training and the development of resource materials for teachers, administrators, school psychologists, users and providers of interpreter services and parents, to support ELL student achievement.
